MP- CM has again banged on coffee house tea table that he will start campaign against corruption and will support any one who fights corruption as if America was just ready to attack on Iraq! Dear CM no politician can hit at corruption because the oxygen for politicians is corrupt money and without oxygen human beings and politicians cannot survive. If you have real and genuine intentions firstly remove those corrupt ministers who, in the eyes of public are most corrupt. If you do this you will be shown doors first by the party high command as you are not as strong as Yedurappa who did not resign and is in power against the wishes of the high command.
• Why you did not proceed for prosecution of Bureaucrats Joshi couple under prevention of corruption Act for recovery of money and other properties more than known sources of income. How you are glued with them and other so many corrupt officers, bureaucrats and Bhu Mafias? As you are ready to cooperate with any one in fighting with corruption let the public know against who sanction for prosecution is pending whose names are recommended for prosecution by Lok Ayukta or other departments. Please let people know the details about such list, date of recommendation by Lok Ayukta and other departments and reasons for delay. When judgment on Bhopal gas leak tragedy came after 25 years you declared that the government will not indulge in court litigation on trivial matters. Did you do any thing in this respect? Please state in detail. Several teachers are litigating in the High Court as the department did not fix seniority and were superseded for no reason. Several cases were decide by the High Court in favour of the teachers and on the line of such judgments the department could have fixed seniority and granted arrears of pay and allowances but the govt. did not do so. The government advocates are such who know less about such matters. I had written to the Education Minister that direct the Education Secretary to visit different districts of the state, call the meeting of the litigating teachers and those who have served notices or likely to serve notices on the government for redress in their matter and invite also the advocates who can help in deciding the matters amicably so that most of the cases are settled at local level but the minister and the Secretary nicely digested the letter. The government never dares to put such cases in Lok Adalat of the High court for getting the cases settled by mutual consent. Government is never party to co operate with the litigants. What is essential is now let the District Courts should be vested with jurisdiction to decide the cases of the government officials on the lines of the Administrative Tribunals so that the work load in the High Court is sufficiently reduced . In District Courts also cases may be decided efficiently and quickly. Several teachers are not granted Kramoonnati Vetanman and litigation is pending in Supreme Court and there is order from the government that if any teacher wishes to have that Kramonnati Vetanman then that should be granted to the teacher who obtains order from the court subject to the result of the judgment from Apex court. It means the teachers should first approach court and spends huge money for such litigation; government will oppose such petitions and will fight cases tooth and nail also and spend public money and waste courts’ valuable time. This is only one example of Education Department the CM may find thousands of court cases from other departments also. This all happens because lack of foresightedness in preparing, drafting and issuing orders by the government. The orders are usually ambiguous and are not in consonance with what the government wants to say and do.

Dear C.M., are you aware that genuine work of the general public is not being done without bribing the concerning officers who grab money through their subordinates, clerks and other agents. For example marriage certificate and other formal certificates which are to be obtained from collectorate are not issued without payment of bribe money. Every activity right from morning to night with government could be done through bribe money only. Dear CM you and persons like you can bang on tables but cannot do any thing as bureaucrats and the officers in the state know the language of bribe money only. BJP governments are not less corrupt (rather more corrupt and incompetent too) than Congress governments as political parties have no knowledge of basic norms of administration and basically the main object and aim of the politicians is to make money during their regime and hence through bureaucrats they swallow money and achieve their sole object. If bureaucrats, politicians and inspecting authorities are raided most problems of corruption would be solved. Now people should as a routine use mobile and built in recording and hidden camera devices. The day is not far off when people will start beating and assaulting employees and officials when they will avoid or prolong their work and seek for bribe. There is one proverb which runs like this “Omnio Romai’ .It means the same thing as Shakespeare's "There is something rotten in the State of ...", Every thing in Rome(India) ---at a price. Please remember Dear CM. better not to speak of corruption.
